Yes. The FOSS edition is available for the comparative evaluation; Pro requires your justification.
- Art. 68: the FOSS edition can be evaluated first, as the law requires. Choosing Pro is possible with a documented justification, usually total cost of ownership.
- Art. 69: everything built for you is released open and can be published on Developers Italia.
- Data export in open formats on any day.
The comparative evaluation remains the buyer’s to make and to document.
